Hazardous chemicals refer to highly toxic chemicals and other chemicals that have the properties of poisoning, corrosion, explosion, combustion, combustion, etc., and are harmful to human body, facilities, and the environment.

Dangerous goods refer to substances and articles that have explosive, inflammable, toxic, infectious, corrosive, radioactive and other dangerous characteristics, and are likely to cause personal injury or death, property damage or environmental pollution during transportation, storage, production, operation, use and disposal and require special protection.
2. What is the difference between hazardous chemicals and hazardous goods?

Hazardous chemicals contain only chemical substances, and dangerous goods contain substances and articles, both of which have special requirements for packaging. Some dangerous goods do not belong to dangerous chemicals, such as lithium batteries, batteries, matches, car airbags, etc.

In the classification principle of hazardous chemicals, some hazards are not adopted by the classification standard of dangerous goods, so some hazardous chemicals are not classified as dangerous goods, such as boric acid.
3, What is the "dangerous package certificate" that we often say?

"Dangerous bag Certificate" is a common name, accurately speaking, it refers to the "Inspection result of the packaging performance of Outbound Goods Transportation" issued after the packaging performance inspection and the "Identification Result of the packaging use of outbound dangerous goods" issued after the packaging use evaluation.
4. How to handle "Dangerous package Certificate"?

According to the Law of the People's Republic of China on Import and Export Commodity Inspection and its implementing regulations, the manufacturers of packaging containers for exporting dangerous goods shall apply to the customs of the place of origin for performance appraisal of packaging containers for dangerous goods; Enterprises producing dangerous goods for export shall apply to the customs of the place of origin for identification of the use of packaging containers for dangerous goods.

Export of dangerous goods need to apply for "dangerous bag certificate"; The exported hazardous chemicals are dangerous goods and also need to apply for a "dangerous package certificate".
5. What are the scope and key points of export hazardous chemicals that need to be declared for inspection?

Scope of application: Hazardous chemicals listed in China's Catalogue of Hazardous Chemicals (2015 edition) (HS codes and corresponding inspection and quarantine names of hazardous chemicals are also provided in the annex to the notice).

Note: No matter whether it is included in the Catalogue of Import and Export Commodities for Inspection and Quarantine by Entry-Exit Inspection and Quarantine institutions, the hazardous chemicals listed in the Catalogue of Hazardous chemicals should be truthfully declared to the Customs, and actively cooperate with the Customs in the inspection of import and export of hazardous chemicals and their packaging.
Key points of application: Before export, the electronic account should be applied for in the single window "Exit inspection and quarantine application" module, and the electronic account should be filled in the integrated declaration module of export declaration.

Warm reminder:

The General Administration of Customs will update the Catalogue of Import and Export Commodities subject to inspection and quarantine by the Entry-Exit Inspection and Quarantine institutions before December 31 every year.
6. What are the declaration materials to be provided by the consignor or his agent for the export of hazardous chemicals?

1). Declaration of Conformity of Enterprises Producing Export Hazardous Chemicals;

2). Packing Performance Inspection Results of Outbound Goods (except bulk products and dangerous goods packaging exempt from international regulations);

3). Classification and identification report of hazardous characteristics;

4) Hazard publicity label (except bulk products), safety data sheet samples, if foreign samples, the corresponding Chinese translation should be provided;

5) For products that need to add inhibitors or stabilizers, the actual addition of inhibitors or stabilizers should be provided with the name, quantity and other descriptions of the addition of inhibitors.

Tips: The above 1-4 items of materials involve multiple declaration batches and documents that need to be used multiple times, allowing enterprises to provide only the first declaration, subsequent reuse, and the customs needs to check the original, as required. Item 2 "Inspection Result of Packing Performance of Outbound Goods", whether it is declared for the first time or not, shall be provided and written off by the customs.
7. What are the inspection and supervision requirements for import and export of hazardous chemicals and their packaging?

1) The import and export of hazardous chemicals listed in the Catalogue of Hazardous Chemicals shall meet the following requirements:

(1) the mandatory requirements of China's national technical specifications (applicable to imported products);

(2) Relevant international conventions, rules, treaties, agreements, protocols, memoranda, etc.;

(3) Technical regulations and standards of the importing country or region (applicable to export products);

(4) Technical specifications and standards designated by the General Administration of Customs and the former General Administration of Quality Supervision and Quarantine;

2). The contents of the inspection of import and export hazardous chemicals include:

(1) Whether the main ingredients/components of the product, physical and chemical characteristics, danger categories, etc. comply with the relevant regulations.

(2) Whether there is a hazard publicity label on the product packaging (imported products should have a Chinese hazard publicity label), whether the safety data sheet is attached (imported products should have a Chinese safety data sheet); Whether the contents of the hazard publicity label and safety data sheet comply with relevant regulations.

3) For the dangerous goods exported to the International Danger regulations (the United Nations "Recommendation on the Transport of Dangerous Goods" model regulations, English abbreviation TDG) "List of dangerous goods", in accordance with the sea, air, road and rail transport export dangerous goods packaging inspection management regulations, the implementation of packaging performance inspection, use appraisal.

4) The export of hazardous chemicals used as food and food additives shall comply with the relevant provisions of food safety.
8. If the HS code involves hazardous chemicals, but does not belong to the Catalogue of Hazardous Chemicals (2015 edition) and does not have inspection and quarantine supervision conditions, must also apply for electronic ledger?

There is no need to apply for an electronic ledger. Because hazardous chemicals and non-hazardous chemicals share a HS code, if the enterprise confirms that the goods do not belong to hazardous chemicals according to the relevant identification report and the code does not have inspection and quarantine supervision conditions, it can not apply for electronic ledger. 9, the goods to be imported by the enterprise are not within the scope of the "Catalogue of dangerous Chemicals" in the "Catalogue of Dangerous Chemicals" (2015 edition), but meet the requirements of the "description" in the "Catalogue" (2015 edition), whether it is necessary to carry out inspection in accordance with the requirements of the General Administration of Customs Announcement No. 129 in 2020?

The Customs shall inspect the import and export of hazardous chemicals listed in the National Catalogue of Hazardous Chemicals (latest edition).
10. Export equipment containing lithium batteries, lithium batteries to do a "dangerous package certificate"?
According to the provisions of the United Nations TDG, it is necessary to look at the capacity of lithium batteries, if the capacity is large, you need to do a "dangerous package certificate", and the capacity is small.

In accordance with the provisions of the United Nations Recommendation on the Transport of Dangerous Goods, lithium batteries that need to be packed with dangerous goods: lithium metal batteries or lithium alloy batteries with a lithium content greater than 1 gram, in the case of lithium metal or lithium alloy batteries, a combined lithium content greater than 2 grams; For lithium-ion batteries, watt-hour ratings exceed 20W•h, and for lithium-ion battery packs, watt-hour ratings exceed 100W•h
