Strictly check the capacity replacement and conduct special spot checks on the capacity replacement program. The high-pressure situation of the steel production capacity violations has always been maintained, and the negative warnings have been strengthened to continuously consolidate the hard-won development of the industry.
In 2019, we will continue to optimize the layout of the steel industry. Further promote the transfer of steel production capacity in environmentally sensitive areas such as Beijing, Tianjin and Hebei to the outside world, and gradually optimize the distribution of steel production capacity in the country. Study and formulate policies and measures to guide the development of short-process steelmaking, encourage the transformation of blast furnace-converter long-flow enterprises into electric furnace short-flow enterprises, guide the orderly development of electric furnace steel, and promote the optimization of process structure of steel industry.
In 2019, we must continue to promote industry normative management. In response to the new situation and new requirements, we will start to revise a batch of standardized management measures in a timely manner, and continue to do a good job in the standardized management of enterprises. More market-oriented, rule-of-law means, continuous improvement of industry management methods, bringing together the government, associations, enterprises and other forces to jointly maintain a fair market environment for the steel industry.

Taking steel new materials, intelligent manufacturing and green manufacturing as the starting point, we will increase the work of steel materials to complement the shortcomings, continuously improve the quality and level of China's steel supply, and promote the advancement of steel products to the middle and high end.
