In response to the problem of US port congestion, the American Supply Chain Competitiveness Advisory Committee (ACSCC) advised the Biden administration that it could develop a plan to provide voluntary and paid truck driving work for active duty military personnel, veterans, and the National Guard to assist Clear containers in the port.
